Why would IMF commit to bankroll electoral fraud?

If these elections are declared not free and fair by the International Community how would IMF finance an illegitimate govt? Is IMF prepared to finance electoral theft and fraud and encourage the violation of human rights in Zambia? Was the Zambia 2016 Election free,fair,credible and transparent?
